When I was lower level I did some inspection of V34. Once I started on the Could Make You Care mission, I returned... the key you need is on the ghousl corpse, I can find the corpse... with no key. Checked my key ring, not there. Reloaded.. you get the idea. I'd go back and get a previous copy, but that was hours of play.

Any ideas, or the console command for the key?

am not sure what keys ur talking about but there are keys on ghouls under water am pretty sure u can get them without having the rebreather and there is about 2 ghouls with keys under water.

Yea, I am at the underwater ghoul now, no key. - oh, my bad, code. Same thing. Just nothing on him.

Did you drain the water?

I haven't done this quest yet, but I know that if you drain the water at Vault 34 than the dry room is a "different" room.

100LP can get you pulse gun as well.

Or just get it from Van Graff if they are still alive.
