Well, the search on TES Nexus revealed http://skyrim.nexusmods.com/downloads/search.php. Of course, I do not even know what it is you are asking for, so these might be off the mark. Just a friendly advice, if you want something done, describe it a bit :-)

This mod includes several spells that have effects taken from Naruto (Including some MS techniques):

A quick search also revealed this on the Nexus, but the mod discription is sparse so I have no idea how it actually works.
