Crazy-Ass Water Bug in Cities (PC and Console)

So the other day I was watching my little cousin (well not so little now) play his copy of Skyrim on his Xbox and this happened:

Only I saw this happen in Whiterun instead. That video is from the PC version and was sent to me after someone told me it was
a bug in our mod. It of course wasn't as I saw this on Xbox too. This happened on my cousin's end on a relatively new save which
was created with the latest version of Skyrim (1.5 currently). I will extract that save soon-ish and load it up on my PC. It doesn't seem
to go away after reload/exit/fast travel or even anything.

Bethesda needs to fix this. Anyone else had this problem?

Update:

Took the save off the console and loaded it up on PC without any mods - the water is back to normal. I was going to upload it for Bethesda
but I'm not sure if there is any point now? Also he tells me he has just also loaded it up on Xbox and it may have corrected itself on that too.
It seems very random...

I've seen this in Whiterun and Markarth since the day Skyrim came out. Still happens. It never bothered me much because it doesn't happen that often and when it does it usually corrects itself within a matter of seconds for me. I don't know if it will ever get fixed or not. There's still a lot of things in this game that need fixing, and I will be thoroughly amazed it Bethesda gets to them all. At least the game is playable now. I remember back when Skyrim patch 1.2 was released it completely broke my game and I wasn't able to play Skyrim until 1.4 was released. Dark days, those were.

It certainly was never a few seconds on my end, from what I saw it was persistent, then suddenly vanished. There is something wrong with the mesh I believe. It may be because the water shader on certain rare instances doesn't sit right with the animation of the water flow and this bug then occurs. When it happens though, it's the most ugly and jarring thing ever and takes you right out of the game.
