Creation kit, creating actor, cannot select race from list. : V

For some odd reason i cannot select any race from the racial list when creating a actor.
The list is totally blank, and i have tried to reinstall the tool.

Any suggestions how to make this work?

Did you open the skyrim .esm as default before attempting to create the actor? (just checking
