the gloves are light armor
the helmet is light armor
the chest is cloth

Just use them. Certainly not the best Mage gear by any standard, given that pieces of it are light armor for some reason, but you can still make do. Mage armor isn't necessary for an efficient Mage.

Use them as a fashion statement. Walk proudly with them through the streets of Solitude and have Taarie and Endarie cower over your sense of style.

The Mask or Helmet is Heavy Armor.
I use the robe and the gloves for my thief character and Robe and Boots for my mage character. It's all a matter of taste and it depends if you rate armor rating over style.. for me style always wins

Cultists are so bad ass they had to nerf themselves so that they don't get any matching set or mage armor bonuses.
