I have certain saves on my PC and regardless of how many times I delete them using the game interface or manually remove them from my PC by deleting them from the "My Games\Skryrim\Saves" folder, even removing them from my Recycle Bin, Skyrim keeps resurrecting these saves out of no where. Suffice to say it's beginning to get on my nerves. Any ideas why this is happening and how I can stop it happening, please?

You must turn off Steam Cloud for Skyrim. I don't know how clear Cloud.

How do I sync my local files to the cloud manually, please?
