Custom audio\dialogue won't play in the CK and NPCs usi

Here's my problem: ANY type of custom audio I use either returns an unable to open error or just won't play. Sound descriptors won't preview sounds I have just selected and that play in windows media player. Default dialogue works and plays fine, but custom dialogue will always return an unable to open error, even though I am 100% sure it's in the right place. Even if I record my own audio, the files are there and placed correctly, and play fine in windows media player, but trying to play them in the CK returns file not found.

In my mod, a courier delivers a note to the player that triggers the quest. Everything works perfectly, but when the courier comes up to me he just stays silent and you can't do anything in the game. He'll sometimes move his lips, but still the same thing happens.

I've tried everything from making an xwm, using an original xwm, converting an original xwm to wav, and converting a lip and xwm to fuz, but nothing works.

I don't think it's UAC because I'm pretty sure it's disabled, and I also temporarily disabled my antivirus.

Update: I got the audio to play in the CK by making it a FUZ, but he's still frozen in game. I know the dialogue is set up right because I chose a random audio file to play and it loops it over and over again ingame.

I'm still struggling with this exact same issue. It has nothing to do with the location of the files, the name of the files or the format. Any wav file I process on my computer (and laptop...?) will play in anything just fine, but will not play in CK or Skyrim. I've saved WAV files with Goldwave, FL Studio and Adobe Audition. NOTHING. Something on our/my computer(s) is causing WAV files to be compressed or written in a way that Skyrim doesn't like.

I can use online wav converters, convert to XWM and sacrifice a goat. Still nothing. But when I load up a wave file from the Sounds of Skyrim mod, it plays just fine, as do all built in sounds. I've saved in every format I can (PCM 16bit mono, all the way to OGG) as well as "Uncompressed" with the bit-rate specified by the author of Sounds of Skyrim. N O T H I N G.

Does anyone know exactly what bit of software in windows would handle the writing of WAV files? It isn't the programs themselves. Some component functions like a codec, but for uncompressed WAV files.
