Custom Skill Actor Values

I've been working with Actor Values and want to create a skill of my own. I like the idea of finding how to do things on my own and working through them, but I'm hopelessly stuck this time.

At the moment, I am trying to create my own skill. I went to Character -> Actor Values in the menu and it pulls up a list of all Actor Values. I was able to find out how to modify the existing values for skills, but creating your own skill seems to be impossible.

I right click and select "New", enter in my desired name, and a new Actor Value is created. Problem is that the name shows as (null) on the list, and none of the values on the left are alterable except "in game name" and "abbreviation". I want to change it to a skill, but the "type" option is blank and unalterable, as well as the script name, skill use values, and everything else.

My question is how can I turn my custom Actor Value into a skill. I know Scripting will need to be a part of creating a new skill, but I can't get anywhere if I can't get it started.

Simple : you can't. It was not possible with the CS, it is not possible with the CK ... although there is the "new" option, simply not removed. Some say it's a bug, but it is not; it will never be "fixed".

If you really want to add a new skill, edit a tree, or make it like the Unarmored one in Oblivion - artificially, with scripts.
