Custom world local maps not showing ingame

Does anyone have any idea why local maps for a custom world would not be showing ingame.

After generating the maps, the CK puts them in ...\Data\Textures\Maps\Customworld, but when I go ingame and press the map key and then the local map key, the local map come up black with my position (arrow) in the middle. None of the surrounding are showing.

I've checked the Textures.bsa to compare it with the Tamriel local map files, to see if they are in the correct folder structure. Unfortunately, there are no local maps for Tamriel, or any other world for that matter, in the Textures.bsa file.

Can anybody shed some light on this ?

Local maps don't need to be generated. There are none in the BSA because they dont exist. Just make an area and when the player hits L (Or goes to local map) it shows up. No extra work required. Or an I misunderstanding?

That's my point, there were no local maps showing in the first place, hence, I made them in the CK. These don't show either.
