Has anyone found a permanent console command or mod to set the daily powers recast timer to 0 ?

I'd like to be able to use my Lycanthropy transformation at any given time, I find it to be more RPG oriented, but the game handles it as a one time per day spell.

So I'm looking for a way to make daily powers work like any common spell with a 0 recast time.

I actually found a mod, using DragonScript, that allows a permanent transformation with an On/Off switch at will, so basically exactly what i wanted
