Damage Health and Ravage Health

What's the difference between "ravage health" and "damage health"? At my alchemy lab, damage health poisons do more damage than ravage health potions. Though it seems like "ravage" should be worse than just "damage". A pin-[censored] could damage health. Ravage sounds dangerous. Is there some inherent difference I don't understand?

Ravage Health reduces your maximum HP. Damage Health deals damage.

You can test the effects on yourself with the following potions:
?Red Mountain Flower + Void Salts (Fortify Stamina + Damage Health)
?Eye of Saber Cat + Silverside Perch (Restore Stamina + Ravage Health)

?Eye of Saber Cat + Silverside Perch (Restore Stamina + Ravage Health)

Well ok, so how do you utilize the poisons? Ravage health arrow, then a damage health arrow? Lower the total health pool, then do damage to the health pool. Was just trying to figure out how to use it, but wasn't sure of what the poisons actually did. I looked them up on UESPWiki, but the descriptions weren't clear enough, for me anyway.
