Damage Threshold was in the older Fallout games. Whatever damage a target receives is first reduced by the Damage Threshold value of their armor and then applied to them. So if you fire a round for 50 damage and their armor has a DT of 10, they'd only receive 40 damage. (50 DAM - 10 DT = 40 DAM) I believe this can also be coupled with DR which gets applied after DT, in this game. Most soft armors use Damage Resistance and hard armors use Damage Threshold from what I've seen. Don't know if there's any armor with both (Powered Armor maybe).
