1. Most of them are murderers through-and-through. As the Orc in Oblivion put it, "The night mother pays me to kill people. I wish my own mother loved me so much!"
2. People who are contracted to be killed by the Dark Brotherhood tend to be political rivals, people who did terrible things... or is someone good who unfortuantly happens to be "in the way" or on the wrong side of a family feud. We only see the Dark Brotherhood from the viewpoint of the PCs, and most of the killings, therefore, would be justifiable to some degree just to prevent players from being too disgusted with themselves. The Orc in Oblivion? He kills a pre-teen girl on her birthday. Things of this sort are probably more common than random killing of a corrupt individual.
