I've created a small cave off the entrance to my town.

The problem is that it retains the same lighting that the exterior does.

It's not a separate cell, it is under an outcropping outside.

How do I get a new lighting arrangement in this small cave?

The only solution is to make it an interior cell. You'll also find that when it railn or snows, the rain and snow will be inside the cave as well. You can fix the weather aspect by making a new worldspace, but the day and night thing will always be there in an exterior worldspace.

I've been trying to get a room bound made over it, but that didn't work.

No big deal I guess. It's just a small "L" shape mini cave with a loot chest and a orc to fight.
