I have watched the E3 demos and I know there will be a new Dragon Shout in the upcoming Dawnguard DLC. My question is, can both Dawnguard and the Vampires get it, or do you have to be a Vampire? Because the only time I saw the dragon that gives the shout, a vampire lord was killing it.

It's Dawnguard exclusive I believe, although I'm not particularly reliable when it comes to things such as this.

I suspect just vampire lords because the shout rips out someone soul and makes them your minion. Dint think that the milk drinking Dawnguard are going to do much of that.

OP What shout are you referring to?

On the Elder Scrolls wiki it says that the Shout is found in Soul Cairn, a new plane of Oblivion, and the way to Soul Cairn is through a portal in Castle Volkihar, which is the headquarters for the new vampires.

So as far as we can tell it's vampire only, although I'm sure that the Dawnguard will be able to find their way into Soul Cairn at some point. It'd be a shame if they didn't.

The Dawnguard and the Vampire Lords can enter the Soul Cairn.

I doubt they'd bound something big like a shout to a faction, don't worry.

From the gameplay in the soul cairn it looks like the dragon is shouting down balls of magic. This might be a shout but I don't know. Todd Howard talked about a shout which svcks out peoples souls as well.

That is a relief, because while I do find the Vampires appealing, I like the Dawngaurd more, living out a Van Helsing fantasy.. And I am a werewolf. I do want the shout though.
