What is the Dawnstar chest? Can anyone at any level use it?

I recently stumbled upon another chest that was hidden underground with loot in it. Nothing as awesome as the Dawnstar chest, of course, but it makes me wonder how many other chests are hidden in such a fashion or just glitched?

Is this the invisable chest where talking about?

I'm reeeeeeeeally surprised that the chest respawns. I go by there like once every week or two when I feel like making thousands of septims (and being overencumbered).

It's the inventory of the Khajit caravan so it has to respawn. After selling some stuff to them, just head to the chest...and you get the items you sold back for free!
