They're both extremely good and extremely bad in their own ways. Dead Money's first half is probably one of the top 10 hardest and most frustrating sequences I've ever played in a video game, and it made it difficult to enjoy the amazing plot of the DLC. The second half when you're in the casino, however, is actually fun challenging (not just brute difficulty like the first half) and is really unique and interesting. The loot you can get from the casino is also ridiculous, you can walk out with 100,000 caps worth of pre-war money, along with the gold bars in the vault. But there's not much tangible, unique loot other than the Holorifle, in the entire DLC. The plot is also extremely rewarding.
Whereas Dead Money is like a shot of triple-distilled vodka in terms of raw excitement, Honest Hearts is more like a tall glass of beer. None of it really jumps out at you as being wild, but it is never really dull. It's 3-6 hours (depending how much you take your time) of decent fun. It unlocks really cool crafting recipes, looks AWESOME, and gives some cool loot. Unfortunately, the quests are mostly fetch quests, you never really interact with the main characters like you do in Dead Money, and the plot is weak and not gripping. It's also a lot like FO3 in that you're forced to side with the scripted 'good guys' faction, without any choice.
Basically, Dead Money is a complete 180 from the usuall F:NV experience, while Honest Hearts is a continuation to the regular game.
I would go with Dead Money, mostly because it is just a more memorable experience. Honest Hearts was solid, but nothing unique and kind of throwaway.
