The LEAST they could have done was redistribute all of their staff to other projects and completely forget about New Vegas, knowing full well they had your money.
Be thankful they gave you any sort of list of what they changed, they don't have to, there's no law that claims that software patches must include a full log of bug fixes and changes.
It's people like you that make this kind of thing (releasing games way before they should be) acceptable. Knowing full well that they have our money, which shows our support of their product, should make them want to support us by releasing a quality product from the start. How it doesn't infuriate anyone else that a company can take your money, hand you a steaming pile of
technical dog excriment, and we just have to accept it because gamers have no way to get a refund and voice their displeasure, drives me nuts. Let me make myself clear though, the FNV development team @ Obsidian are a smart group of people. Unfortunately, it's the publishers that are the scum of the earth and I'm sure they had everything to do with pushing FNV out of the gate when it simply was not ready. Anyone running for office that wants to connect with voters 18 to 35 should make, "mandatory, 7-day return policies on all opened video games with a receipt", part of their agenda. I'd bet that'd get them some young voters out to the polls.
And yes, the "change log", if you want to call it that, was a joke. I understand overlooking some changes, you'll see that with any developer. But, "fixed a bunch of quests", doesn't cut it.
