Difficulty setting and damage threshold

If you didn't know difficulty setting put a simple modifier on the player and ennemies damage output. on hard setting the mod is 0.75 for the player and 1.5 for ennemies. In simple words it means that the player deal 25% less damage than he should while enemies deal 50% more damage than they should. A weapon with a base damage of 100 will hit for 75 if wielded by the player, while an npc will hit for 150 with the same gun.

It's all very simple, but there is one thing I am worried about it's DT . My questionis:" Is the modifier applied BEFORE or AFTER the DT calculation"? this is actually a very import difference, let me give you an example:

Normal difficulty Player armor 30, mutant attack 40 . the player simply take 40-30=10 point of damage, simple.

But what about hardcoe mode? Is the calculation (40-30)*1.5= 15 point of damage as it should

or is the formula (40*1.5)-30= 30 point of damage taken for the same attack. I know what you're going to say, they wouldn't do it because it would ruin the balance of armor and fast/slow weapon and it's true the balance would go to hell , but anyone can take a 2 minute look at see the giant balance oversigh in soem area of the game, like the handcrafted 45-70 gouv ammo. I am kinda worried about that, I can't find anything in the geck about how Dt is handled.
