I can't seem to "give" any weapons or armor to my party contact. Any solutions??

delphine wont take my gear she gives me the party clothes and party shoes but she jst keeps saying you cant go to a thalmar party looking like that

She is not supposed to take your gear thats why. She tells you quiet specifically;

You are to give your gear to her "contact" in the embassy, who is called Malborn. He can normally be found in the pub in Solitude. Speak to him and give him the gear you want to use for this part of the quest. This includes armor, weapons, potions, etc. Once done he will return them to you inside the embassy at a later time in the quest.

Lexandro handled the items part. You also have to manually go into the apparel menu and add the items Delphine gives you. I was stumped on this, too.
