I need some help becuase when i inscribe the lexicon and give it to septimus he just tells me to wait and doesnt give me that thing i need to get all the elves blood so i wait and i wait and he doesnt contact me like the quest says is it glitched or somthing or do i have to wait a certain period of time please help me in this matter.

yea i have the elder scroll with me and i have restarted my game twice and this has happend 2 times.

I believe you need to be level 15 to get the second part of that quest. If you're already higher then that and it still is doing this then I'd have to say it's a glitch.
