I just take everything that is weightless.
I sell the useless stuff I get.
I kill many factions to get good caps from loot.
Boomers have Grenade Launchers. Combat Armor in containers. Loot.
Basically, kill, loot, sell.

Scavenging and Gambling can not get any simpler than that.

Frankly, you'd have to be a total [word you're not supposed to use anymore referring to the mentally handicapped] not to have more caps than you know what to do with, just by selling all the stuff you find/loot and don't need to keep or use for any reason. There is no need for any strategy. Just playing the game and selling all the stuff you end up with is the strategy.

Take everything that is weightless

Use the Scrounger perk to pick up extra ammo and significantly increase the number of rockets you find, (especially at Nellis) and if you don't use them you can sell them for a lot.

Buy the Naughty Nightwear at Mick and Ralph's to increase your luck; go to the casinos and before your about to break the bank save the game and play the slots until you hit oranges or graqes on max bet and get loads of caps.

Pick up and sell any light machine guns, incenerators, etc. at Black Mountain, or anywhere you can find them, and sell those.

Increase your Barter which opens up many dialogue options to make significantly more caps.

During the quest "White Wash" at Camp McC. aid Westside and gain a steady flow of caps that way.

At the start of the game pick up
(steal) anything that you can sell for a profit: booze, weapons, misc. items, etc. THIS WILL NOT SIGNIFICANTLY HURT YOUR KARMA

Where no clothes or Armor, Carry a light weight Weapon (like a pistol) Bring Lots of stimpacks (since they are weightless), go to random places that have alot of junk...grab what you can carry then go someplace and sell it.....i currently have 100,000+ caps for doing that...

Well I found this video to be very helpful when I went to make caps http://www.youtube.com/watch?v=bpLcYYH1PW0&feature=related the video is by homemovies1012.

Also I found Budweiser caps to be red, and better tasting then the drinks suggested... but that may just be me

Learn to make time bombs. Worthless as a weapon, great for making caps.

Now if you want something more in the line of an exploit, that can be done at levels under 10. The Brahmin killing Nightkin in Novac and three WRKs.

Craft weapon repair kits (plenty of parts around) and up the condition of any high tier weapon you find for huge value increases.

IMO there isn't a problem with making caps, all you've got to do, even early on, is to visit merchants frequently and avoid storing/carrying lots of things.

The key is the weight/value ratio, something worth 70 but weighing 20 (7/20) isn't worth picking up unless you need it. The other thing is whether you need it or not, for instance I never bothered picking up PG Guard armour before Honest Hearts, now I actively seek it out. What's worth picking up alters through the game, in Goodsprings I pick up everything, by Novac it has have a ratio of 1/20, by the end I only pick up stuff I can use and leave the wasteland littered with well armed and dressed corpses. I don't need more caps, I need a bank.

Also the Jury Rigging perk completely alters what you pick up, no need to have spare riot shotguns anymore when they can be repaired with practically anything called a gun.

Kill Veteran Rangers. Sell their gear. 4 of them at Forlorn hope, all in their own solitary sniper post. Sitting ducks.

On this level 39 character.......I kill everyone. :)
Nothing else to do but kill everyone. Where else would I get my XP to get to level 40? That's probably the reason why I'm still 39, I don't kill enough.
I've already killed: The Fort, Camp Golf (that was extremely hard), Camp Mccaran, Nellis AFB, Red Rock Canyon, All the Powder Gangers in the Mojave Wasteland except the Vault 19 ones, CW Cove, The Kings, Almost the Strip (I just can't kill the only safe (yeah, right) place in the Mojave Wasteland, and some other places I can't remember.

I'd love to hunt animals and sell their skin, but it's nowhere near as profitable as killing humans. A single cowboy repeater in good shape can in early game be worth 500, more than 100 bighorner meats :o
