I remember the Fallout 3 DLCs were released on disc in pairs too. (O:A and Pitt, Broken Steel And PO)
But there was also an issue with some stores including selling them early. ie: O:A and Pitt twin pack should have been release same day as Pitt, but was sold several days early.
As a result, forums were swarmed with people raging because their codes (All the packs were were just codes to download them I beleive, so you still needed LIVE) weren't working and when told the DLC codes weren't valid UNTIL release day, they then raged even more at Bethesda for making them wait.
Possible that Beth don't want the headache again.
Otherwise, they'll all be in the GOTY (or Gold Editiuon or Special Edition) when thats released.
