I am also having the Steam Cloud Save issue - but I can backup and use my saves fine until there is a fix. Steam says it is downloading the Caravan Pack every time I launch, and it says it is present INSIDE of NV... but when i actually load the game my armor is gone... shotgun is there. when i load an older save the armor is there - I am 100% positive i didn't just lose or sell it or anything. also, sometimes when i load it has me wearing something i was not wearing when i saved, for example i hit load and it has the cowboy hat on when i saved with the baseball cap...however the cap isn't missing as the leather armor is...

it was there when i saved this morning, now it's gone.

This explains how things are getting shuffled and your saves seem to be missing things. Try what I have suggested, and let me know. If it does not resolve it, then I will reopen this one.
