I think the reason beth didn't put an arena in skyrim is because oblivions was bad. it was put in with the original game so it had to be small quests and only a few people involved. hopefully they are making an arena dlc pack so it has a better arena and challenging with some options or something instead of one straght forward story that literally takes one day to beat (9AM-9PM)

I think that the whole arena conceept doesn't fit the nordic culture.

Actually, unless I'm mistaken, Skyrim, according to lore, had the first arena, and the most overall. I could be wrong however.
