i dont know, but it seems like a waste to put points into gun and energy weapon.

i would much prefer to put points into sneak, repair or speech

I was afraid I would need to put points into Guns if I took Meltdown on my EW character ... but nope. (Edit to explain: Meltdown is fine as long as you aren't taking an accuracy penalty from Fast Shot. Just shoot from mid to long range!) I play on hardcoe, so I try to carry around as few ammo types as possible to avoid getting weighed down. My backup weapon skill is typically Melee or Unarmed to avoid ammo weight.

ATM I have 100 in unarmed and Explosives and 90 in melee, with 50 or so in science. lockpick, survival and sneak.
This is due to Melee and unarmed being more like one skill split into two perk wise, I'm having alot of fun with it tbh though.
Chainsawing through a horde of ghouls without taking much damage is always fun, at least untill I pop Med X and seem to foul up my DT.

As for all the weapon sets on one character you would have to boost intelligence to ten and either dump out charisma, or leave everything at 5 to try.
Which is what alot do anyway.

Honestly, I prefer placing points into Lockpicking, Speech, Science, and Repair. Combat skills are a secondary tier priority.

Same here. I rarely develop the gun skill(s) much.

Likewise, although I usually end up with a couple of them really high by the end anyway.

As mentioned in another thread, I have developed a build wherein all 5 combat skill are raised more or less evenly, the idea being a character who uses whatever he or she finds rather than sticking with a particular set of weapons.

As to the OP's question: I do, in fact, have a character with 100 in both Guns and EW, although I found myself wishing one of the two had been Explosives since neither Guns nor EW offers much in the way of AoE damage.

I have deliberately not been putting a lot of points into Sneak; just enough to push it to 50 with all the skill books, so I can take Silent Running on those characters that I feel should be a bit better at sneaking around. No more invisible snipers for me.

I tried that for my last two characters, I've only put / going to put enough points in it for the ninja perk for my H2H'er as I'm at level 25 atm.
Sneak really does not need any points in it for guns I have found, as you can crouch and scope at medium to long ranges for a critical even at base level.
Staying uncrouched also gives you more time to react when caught unawares, fleeing turning etc.
It's also a bit anti role for some characters, I'm not saying it's worthless but I've found I'm enjoying mid - low intelligence builds where even if I had the points sneak would not fit.
I think NV has done a great job at balancing the skills out tbh.
