Many times i have opened up the combat style on Boone and clicked on Don't attack until I shoot, but keeps shooting and then killing this guy at a NCR camp that i have to talk to for quest and makes me fail it?

Boone will kill any Legionaires. And he doesn't like it when you kill NCR people either. He doesn't have ADD but he def needs some adderall
