I'm currently using an ageing C2D E6400 @ 3.4GHz that while the GPU of my 460 GTX is running @ 50-60% is struggeling with a really high CPU Load, especially while being in highly detailed areas outside:

When being inside buildings I can see the CPU load dropping and the game running just smooth. Also, when running at stock speed (2.13GHz) I barely can play the game, so it really is the CPU that is the bottleneck.
I have set uGridsToLoad=9 in Fallout_default.ini and that might make a difference. But without the setting things are starting to get ugly...
However, when owning a Quad-Core, could you have a look at your CPU load during the game and see whether it makes use of all four cores? If that is the case, I am considering to upgrade to a QC as well.
