I read that potions with Fortify Restoration increase the effect of fortify potions and items with fortify skill enchantments. Is this effect only from potions, or will leveling the Restoration skill to 100 make fortify potions and enchantments more powerful?

For example, I have a restoration skill of 50 now. If I level it up to 100 will my Fortify Smithing equipment give me a larger bonus? Will Fortify Restoration potions give me a larger bonus?
