Does weapon speed determine AP cost?

Recently we've heard some new information on a few of the new perks from http://www.gamespot.com/pc/rpg/falloutnewvegas/news.html?sid=6281442&mode=previews and http://www.pcgamer.com/2010/10/14/sneak-peek-at-new-perks-in-fallout-new-vegas/ as well as a full traits list from http://fallout.wikia.com/wiki/Fallout:_New_Vegas_traits. In these articles, we've seen "Speed" mentioned in reference to attacks. Where The Vault takes it's description directly from gameplay, PC Gamer attempts to translate the in-game description into gameplay mechanics.

Loose Cannon: Thrown weapons fly 30% faster

Fast Shot: While using guns and energy weapons you fire 20% more quickly

Slayer: This perk increases the speed of all melee attacks by 30%, letting you wield anything from your bare fists to a golf club with ninja efficiency. The increased speed will be especially useful when fighting in VATS, letting you queue up more strikes on your opponents.


If we are to go by PC Gamer's impressions, "Speed" is reflective of AP cost in VATS, as well as real time speed. What do you think?

A good deal shorter than I would have expected...

@ OP- Those sound like pretty reasonable expectations... I suppose in similar context, speed COULD be related to damage... Thrown weapons 30% faster... In game terms I could see that either costing less AP to throw in VATS (which makes it only of partial effect if the player doesn't use VATS) or that the faster speed the thrown weapon travels translates into a greater damage value upon arrival (which would be a benefit to both the pro and con- VATS player).... That being said, you're explanation is prolly more reasonable than mine... :shrug:

For Loose Cannon, it says they fly 30% faster. So this either means than thrown weapons take some time to reach the enemy (less with this Trait) or that you do more damage because it's flying faster, or both.

As for the ones that talk about weapon speed, I'm not sure if it just affect FA or VATS and FA. However, this shouldn't be a problem since the disadvantages will most likely affect what the advantages affect (with the exception of Kamikaze which specifically states that it increases AP) .

I still wish Fast Shot was more like in Fallout where you can fire way faster, but can't use targeted shooting (VATS), but this is besides the point.

I guess you left your reading comprehension skill in the closet, as the question at the bottom of the post says "Speed" is reflective of AP cost in VATS, as well as real time speed".

AP cost, as it is in FO3, is determined by a direct value entered into the weapon's form, not by any equation related to weapon animation speeds. There may be a perk that amps up firing animation speeds and also multiplies AP costs by a <1 value. That's probably how it was handled.

Yeah, it does. If you read the quote from PC Gamer it implies it is also reflective of the AP cost. That is the point of the thread and the poll.

I'm going to guess that they mean faster = cheaper in AP cost.

Though it would be cool to see some outside of VATS effect as well. Small increase of R.O.F. and reloading.

Looking at it logically ?. I would assume that the faster the weapon cycles between single attacks the lower the AP cost for using it, although having said that burst fire would be several 'attacks' and thus use a greater amount of AP's.

To give a possible anology. Let us say you have a bolt action rifle, which to fire you would have to work the action to load a new round into the chamber for each shot which takes time, which would logically increase the AP cost per shot for that rifle. For the other side of the 'coin' so to speak, let us say you have a SLR rifle, which automatically chambers a new round itself each time you fire a shot, which takes less time than it would with the Bolt action rifle, I would presume that logically the AP cost per shot for the SLR rifle would be lower than the AP cost for the bolt action rifle.

I think it means AP cost in VATS and, because not everybody uses VATS, the fire rate outside of VATS and how fast the projectiles move in + out of VATS.

Yes faster means less ap cost. They cover it in an interview somewhere.

And yes they got the wording of loose cannon a bit wrong.. its 30% faster throwing RATE but travels 25% less far.

If thats the case than auto weapons would be grossly overpowered, unless all the bolt actions do heavenly amounts of damage.

I think he should have taken the Comprehension perk.

EDIT: Maybe his INT didn't meet the minimum requirement?

I just realized something... Why does this topic have a poll? Polls are for determining prevailing opinions. The question of the OP is asking for clarification on a fact.

Unless the weapon forms were overhauled drastically in FONV in regards to weapon AP cost, the system in FO3 had the AP cost of the weapon completely independent of the weapon's fire animation speed or type.

I think you're overanolyzing this a bit. With Slayer you have faster swing time resulting in higher DPS as well as a reduced AP cost. With Loose Cannon your grenades or other thrown weapons are thrown harder but at the price of shortened range. AP cost will probably remain the same. Loose Cannon is a Trait which has a benefit and a drawback. Slayer is a Perk that is meant to be purely beneficial. For the most part, it's usually straightforward like that.
