The only solution I feel is get a PC version. Make mods or download player mods.
Infact, it is the only solution. FO:NV is stuck teh way it is on console. Might get a patch in a couple years time, and a few DLCs but nothing will change the way the game really is.
Actually you can do a lot on the console as well with modding on a standard retail console (about 1% of what the GECK can do though, lol)
there are the modified consoles called Jtags that can actually run the PC mods of Fallout 3/NV
but I don't have one of those and I still did a lot (I have a 360 Slim from gamestop)
In Fallout 3 I put
-green trees around TP Tower
-Cars from tranquility lane going on what looks like a road for the tower (they don't move though)
-Jefferson Memorial pumps water into the tower
-Liberty Prime guards the tower
-Turned TPs suite into my characters suite by upgrading it to how I wanted (even created a bar in burke's room)
-and a lot of other stuff that I can't think of atm since it was a long time ago
so there is still a lot you can do and it is all within a savegame for Fo3 so I sometimes give my save to my friends and they really like it
I haven't started working on NV yet but I will when I am done with everything
