Dragon Souls for Perks

After maxing out on a character and unlocking every shout I've come across, I have little use for the several dozen dragon souls I've accumulated other than to unlock the odd shout I haven't come across yet. As an idea, what if dragon souls could also be used to unlock perk points? It would provide high-leveled characters with more character progression while still remaining fairly balanced, and give more of a use to dragon souls. Lore-wise, it already explains itself, so that's not a big deal either.

There's a mod that does that that would be nice to see make its way to consoles.

Just make it so you either have to be at level cap for it or completed the main quest.

A quest to unlock a standing stone or something that lets you use it wouldn't go unwarranted either.

Having in mind that mods that add perk points are all dependant either of ScriptDragon or SKSE, it's even less probable they'd be avaliable on consoles...

How would that make it less probable? Bethesda added crossbows, I'm sure that needed some extra scripting, so it's not at all impossible for them to do. Unless you mean modding Skyrim on consoles, which you can't do at all to the extent of my knowledge.

Not completely accurate. A mod that does exactly what REL_Dovahkin is speaking of does not require any script extenders as stated in the mod description.
