Well, its really annoying;

When I fast travel to Riverwood an Elder Dragon flies in. However this dragon keeps attacking everyone but me, killing all civilians. Its annoying, I even tried to run out of the town to get him after me, he followed, but then he returned back to the town and began killing everyone. He didn't kill the guards, only the civilians running around...

Do civilians return when killed by anything else than the player himself ?!
