Dragons are just milestones, they're not bosses.

They are either too easy or too hard. There is no middle ground. I mean one minute i'm trading blows with a relatively strong dragon, and the next one has me teleporting in front of him so that he can perform his little kill animation. WITH FOUR IMPERIAL SOLDIERS SLASHING AT HIS FACE! I mean, for gods sakes i wasnt even in front of him, and i had full health. Its moment like these that make dragons fights just seem like a reward for reaching a certain level. Call me crazy, but i think i should be rewarded AFTER i slay a very hard boss thats actually beatable.

Debatable. Some players have no problems with dragons at any level besides the first introductory ones.

Dragons are random spawning, for the most part, so level only factors into what strength the dragon is (even then you can still get normal dragons at level 60+). If the game awarded a tougher dragon after a boss then some players wouldn't get many tougher dragons unless beating quests with a 'boss'. Though there are those of whom play one quest after another so then they'd be overrun with tougher 'boss' dragon.

thats a pretty apt description of dragons.

They never really did feel like bosses, its not like there is a buildup to them. You only see certain kinds when you hit certain levels. Often when you hit a high enough level to start seeing new dragons, they kick your ass or you barely scraqe by.
