dragons are leaving the map?

I chased a dragon across Skyrim from Whiterun to above the Sacellum of Boethiah.

I could see four dragons hiding from me over the top of the mountain to the north east but when I attempted to climb the mountain and kill them a “you can not go there” message popped up?

I chased a dragon across Skyrim from Riften to above Kargrenzel.

I could see a dragon hiding from me over the top of the mountain to the south east but when I attempted to climb the mountain to kill it but a “you can not go there” message popped up?

In Oblivion “you can not go there” usually meant that you were at the edge of the map?

Am I really chasing the dragons off the map? Can dragons really leave the map? Are dragons scared of me?

People say dragons are to easy to kill but I am discovering that chasing the dragon down is the real challenge.

I have to fight my way across Skyrim, navigate around terrain while the dragon just leaves me behind.

In Morrowind I could of used a levitation ring and blinding boots of speed to force the dragon into an air battle.

It would have been really nice if the dragons had their lairs on the map, rather than off the map, that way I could track them to and trap them in their lair. The dragons can easily escape me just by flying off the map.
