...I encountered first Paathurnax and later Odahviing, as while I have the subtitles and the Dragons mouth moves while "talking" it remains voiceless. I've seen YouTube videos of these dragons speaking so I know they are fully voiced.
I thought at first it was the Esbern quest/voice fix I applied that broke dragon voices somehow, but reverting that change (simple Skyrim.ini edit) did not address the issue.
