Dragons not landing!

So today I created a new save, went with a spellsword character. Around lvl 12 I finished the Whiterun quest chain and "unlocked" random dragons within Skyrim. The last 4 dragons i've come across after fast traveling have stayed up in the air! I've never seen this happen before, they've always landed and faught! I don't understand what has happened, I haven't installed any new mods, I have the latest version from Steam. Does anyone know why this would be happening to me?

I've seen a couple dragons that don't seem to want to fight no matter what I do. I shout at them, and fire arrows but they never come down, could be the same thing.

Ah this is normal.I already found like 20 dragons that didn't atacked me.Bethesda said that the 1.2 patch fixed that issue.Homever...no.

This used to happen to me when i was where you are now. It just happens. Now all random dragons land at me. You just gota move on I guess.

Use Dragonrend. That should make them atack you.if they just not atack...well they are bugged.

Try moving to somewhere flat near the area where the dragon is, they usually follow you then land

I think it prevents low-level characters from getting mobbed by hundreds of dragons.

I definitely noticed Dragon issues as well. The first couple of random dragons i ran into were flying around erratically all over the map attacking even the smallest of animals, never landing and when one did it seemed very over powered compared to my level 9. From previous experiences they at least flied around a smaller area, now they just go haywire. Im not on 1.2 either, i started a new game after 1.3 came out and i clear my cache and redownload patch regularly.

How is it an issue? Are you assuming that dragons always have to be hostile?
