Dragons? Where! I don't see anything.

I had a level 64 character everything was going good on it but something happened to the main quest line glitching after the 1.2 patch came out so I had no other option then to start over making a brand new character after the 1.2 patch. Anyways..., on my new character I have put in around 90 hours of game-play. I'm level 54. I am up to the part where you bring back the horn in main quest-line, plus I have done all of the brotherhood and a ton of other quests. I have spent most of my time exploring the map (not using fast travel) and the only dragon I have seen so far has been the one outside Whiterun that you have to fight in the main story line. I do realize that alot of people were having problems with dragons flying with some form of reverse propulsion after 1.2, but I think... I would rather a backwards flying dragon then no dragon at all. It was fun getting jumped by the random dragon every so often, I even have been jumped by three dragons at a time on my old character!

What I'm asking is..., how many other people have had this problem, where you see no dragons at all from a fresh 1.2 character? (Please be noted: I play on PS3)

i rarely see any random dragons, i'm level 40 and i've maybe run across 5-7 randoms. i only see them when i have a shout thats not unlocked by a soul. it svcks, i want to see more and they're pretty easy with all 3 words of the marked for death shout so i can handle more than the measley amount i've seen.

Update: I have landed in the sulfuric lakes south of Windhelm gathering Creep Clusters. All of a sudden out of nowhere, a Dragon flies in overhead! My first random dragon on my new account so happy! By this time I am now level 55 and hours more in. So..., I found out this dragon is gifted with that crazy reverse propulsion. Not only that, this dragon must have played a lot of Battlefield because he mastered the art of circle strafing (I use Arrow Keys on PC), it took me along to to master that. After 18 full mana potions and 100's of fireballs later I killed him! But wait..., that's not it. This dragon after losing all his HP then makes a fast dart into the night sky, this time flying the "right way" so what do I do? I take off after him. Climb some hills looking for his body. Again out of nowhere he darts in at me but this time manages to stick himself in the side of a cliff... I can't see him... He's stuck in there and can't get out. I give up, go gather what I came for and left. Sigh..., maybe next time. I really need dragon souls.

I'm the opposite, I have random dragon encounters quite often. And when I least expect them.

Update: Got Dragon to come out of his glitched area, after running around chasing him for two hours I managed to get his life down to zero again. I would like to confirm this dragon has GODMODE he is the mother of all dragons. After him hitting zero HP, my PS3 got hit HARD with lag for about 30 secs. Dragon starts flying away lag goes away. I give up... I'm done... Waiting for 1.3 to hit PS3.
