Well, if I were going to go about it, the dual scimitars is a must along with a specialization in light armor and archery. Drizzt is also pretty sneaky, so you'd do well to put perks there. As far as magic goes, I think I'd limit myself to illusion, and then I'd only use muffle to imitate the ball of darkness that Drizzt can conjure.
As far as Heartseeker, I'd put a fire enchantment on it, not sure if there's much more to stick on there.
While Drizzt is competent at archery and sneaking, he is legendary for his swordsmanship. Particularly for being a true dual wield fighter. While Drizzt is certainly intelligent enough to become a skilled mage (He almost did become one, but attended Melee-Magthere instead of Sorcere because of the result of a coin toss), he doesn't actually know any magic, just the innate abilities of the Drow. Heartseeker shoots out lightning bolts, so a Shock damage enchantment would be better.
Now, Jarlaxle on the other hand, would essentially be a "jack of all trades". His sword fighting style is that of the "Swashbuckler", rather fancy and flashy, but deceptively lethal. Employing a single sword while keeping his other hand free for such thing's as wands, spells and throwing knives (Although at times he has snapped out dual longswords/rapiers from his enchanted bracers). He'd be skilled in 1H, Destruction, Illusion, Speech, Sneak, with some Conjuration, Pickpocket, and Lockpicking.
