Wow, it's cool that they finally put this in the AI coding... I had hoped for stuff like this in Oblivion, but I guess they weren't quite there yet. I used to drop a pair of shoes next to the beggars in Imperial city who always say "All I want is a pair of shoes" or something to that effect. The beggars never picked up the shoes, though probably because ownership was set to the PC and that would be stealing. Besides, in Oblivion, they would have needed scripting or needs, etc. set to "need shoes" or try to aquire shoes.
I had some conversations with other modders about making a mod that made it so you could actually give the beggars shoes or something happens after you give the beggars a certain amount of money, like they go away, or can finally afford a house, etc.
Bethesda seem to have put in alot of features that people have modded in before or were heavily requested. Not all the ideas get put in (and some things get taken out...
spears and crossbows! 
), but at least they seem to listen to some of the ideas and try to push the boundaries with each game.
