My in-laws recently moved to a new house across the street from their old one, and they had their phone service transferred. They’re using the same phone provider and in fact were able to preserve their phone number, and at the moment they’re waiting for someone to come over and transfer their DSL.
Except . . . well I’m pretty sure no one is going to come over because that is entirely unnecessary. It was my understanding with DSL that you can plug into any phone jack in the provider’s area of coverage and connect to the internet with your log-in information.
(They aren’t able to test this as they set up the computer in a room with no phone jack, so until we can get up there this weekend and move it they’re out of luck either way.)
The phone line needs to be connected to a DSLAM/CMUX at the exchange (I think its called a Central Office in the US); at least here in the UK this isn't done by default when the PSTN (phone) service is connected, its only done when a broadband service is requested.
Again here in the UK theres almost never an engineer visit to the property for ADSL to do this (only if the line is ridiculously long or has something else out of the ordinary), its all done in the exchange; for VDSL this is always done at the moment as they install a central splitter and have to test the line as they've changed a part of the line to fibre.
