In my opinion, it wouldn't be a bad idea to restart. Since you have wasted a couple perks in Block and Two-handed and focused solely on one-handed. You should invest more perks and strategy into sneak attacks since dual wielding has the worst defense in this game.
If you want to be a dual wielding sword user that also employs magic, then I suggest trying this build. It uses bound weaponry exclusively as well as Destruction's "Impact" perk for stun. (Which both are very powerful early and mid game, if perked right away.) Since your destruction is only a minor skill, pick just one element (fire, frost, or lightning). Frost slows down enemies, so that might be your best bet.

1) One-Handed (15 Perks focusing on "Armsman"/"Bladesman"/"Dual-Savagery"/"C.Charge"/"S.Stike"/"P.Strike")
2) Sneak (13 perks focusing on "Stealth"/"Shadow Warrior"/"Assassin's Blade")
3) Light Armor (10 Perks focusing on Everything)
4) Illusion (4 Perks on "Quiet Casting")
5) Conjuration (2 Perks focusing on "Mystic Binding")
Minor Perks: (Archery may be considered a major perk in this build, but I don't know if you will want to take it up.)[33 Perks]
7) Archery (0-12 Perks focusing on "Overdraw"/"Critical Shot"/"Quick Shot"/"Steady Hand")
8) Destruction (0-10 Perks focusing on "(one of these...Deep Freeze, Intense Flames, or Disnintigrate)"/"Impact"/"Master")
9) Restoration (0-3 perks on Avoid Death)
10) Enchanting (0-8 Perks focusing on "Enchanter"/"Extra Effect")
When you start out, put four perks into "Quiet Casting", two into "Mystic Binding", and three into "Deadly Aim". So by level 10 you should have the base you need to be effective with bound weapons. If you don't like bound weapons then simply don't get the two perk points for mystic binding.
