Sounds like you made your choice, but it depends on what type of dual wielder you are looking for.
Personally, I wanted a badass master of combat. So I gave him Heavy Armor, and worked towards pumping up his Health, so that he could get into the thick of things and not have to worry about it.
However, Heavy Armor takes a bigger hit on your stamina pool, and at least for my playstyle, Dual Wielding needs more Stamina for power attacks to really be successful. Light Armor will give you more Stamina to work with, as it won't drain your Stamina like Heavy Armor will.
My build was a Dual Wielding, Heavy Armored mage, so when I made my build, I kind of needed to focus on all 3 Attributes.
My point investment went as follows:
Level 2 - Magicka
Level 3 - Health
Level 4 - Magicka
Level 5 - Stamina
Level 6 - Magicka
Level 7 - Health
Level 8 - Magicka
Level 9 - Stamina
...And so on and so forth.
It worked out rather well for me.
But I like your choice. I prefer Heavy Armor myself personally. I really enjoyed playing a Heavy Armored Dual Wielder.
