Dual Wielding Power Attack Question: 3 hits, but which weapo

When wielding two melee weapons and performing a power attack, you get three strikes. However, I'm not clear on which weapon hits twice and which hits only once.

You can′t dual wield in Oblivion.

I haven't had a dual-wielding char. in Skyrim yet, otherwise I'd be able to help.

Tests that I've done with one enchanted (frost damage) and one unenchanted weapon suggest it is the offhand weapon that strikes twice.

The animation in third person (And first) suggests that the main hand hits twice.
It's a slash with the offhand followed by a spin with 2 main hand strikes.

Not sure about enchantments, but according to http://www.uesp.net/wiki/Skyrim:Weapons the basic damage is calculated as if it's the right hand that hits twice.
