Dumpster Diving

Hide your trash bin behind your house or something and move it back out on pickup day.

He can't get it to the back of his house: it's a common problem with terraced houses. One of our local councillors did actually suggest that people with the same problem should wheel the bin through their house, amazingly, which not unsurprisingly met with widespread derision.

And what does Malta do with it all? Are there caverns beneath the city bursting at the seams? :P

Mizbla tal-Maghtab.

Which translates to: Maghtab's Dumpyard. Here's a picture:

It's around 70% rock, 30% rubbish, accumulated over a 100 years I guess. We'll have to relocate soon.

It doesn't smell THAT bad. From where the picture is taken it will smell like rotten fruits and vegetables left in a room for weeks.

EDIT: Oh and garbage collection is "free". Free as in we obviously pay taxes, but there's not specific tax or charge for it.

I don't know if your disposal company/agency regularly checks the condition of your bin, but if you could drill a small hole through the lid and the body of it, run a cable lock through (like your would use for securing a bike) it might solve the problem.

We have the bin chained up to the wall - a precaution we adopted after our bin was stolen - but there is no way to actually lock them shut, unfortunately. The bins look like http://www.internetgardener.co.uk/onlinegardencentreimages/uploads/wheelie-bin-size.jpg

You could put a chain around the handles or something, drill a hole in the front and have a lock hold the chain to the bin. Just thinking, most likely wont work.

Do you know, we actually have a constitutional right to have weekly bin collections? But then, when have our governments every bothered to do what the Bill of Rights says...

Even if they did they wouldnt care, they only care about money. And they are filled with idiots, who even if they did care they would [censored] up and do soemthing stupid.
