So it starts out innocently enough. An NCR Trooper - a Ranger Hopeful - turns up AWOL. He'd been seeing a prosttute at the Grammorah for awhile now. I head on over and learn from the prosttute that he'd been talking to a NCR Farmer about Water Irregularities.
Heading over to the NCR Sharecropper Farms and speaking with the Farmer reveals the NCR has set up Sharecrop Farms - paying Farmers to cultivate the land in exchange for a certain Quota of Crops - and the farmer is having a helluva time meeting his Quota because he isn't getting enough Water. The NCR Trooper promised to look into the matter and heard that the Westside is appearently cultivating crops under the supervision of one of the Followers of the Apocalypse.
I decide to pick the Follower's brain, and due to my high intelligence, I get the check that the Crops in Westside are being grown using the Water the NCR Sharecropper was supposed to get. At the same time, those crops are allowing Westside - a slum like Freeside - to become an independent community and making money, allowing the people to be part of a Co-Op which is also helping decrease crime within the community - as everyone is in it together. The NCR Ranger Hopeful had stumbled upon the same information, and the Follower murdered him out of hand to prevent the doom of the community he was building.
I decide NOT to turn in the Follower, framing a Raider Gang for the incident. My Follower companion - Arcade - immediately fired up a conversation after I'd finished with the Follower about how it didn't seem right that a Raider Gang should take the wrap for a crime they didn't commit, but also felt that Westside becoming independent from the NCR and New Vegas was a noble goal.
Reporting back the NCR Officer who gave me the quest, I framed the Raider Gang and also mentioned that Westside could use a little more Water. I've given the Westside a huge shot in the arm, economically and politically, but at the cost of that poor Sharecropper who's only working as hard as he can to eke out a little productivity from crappy soil.
It left a bad taste in my mouth. Sure, the Needs of the Many and all that. But at the same time...the dude didn't do anything wrong. And that Water was supposed to go to him. And a NCR Trooper was murdered in Cold Blood...and I helped cover it up. Yet, if I hadn't...the crops in Westside would have died and the NCR would very likely have retaliated against both Westside and the Followers of the Apocalypse.
I love this game. There are no easy choices.
