After completing the "get rid of the NCR ranger" part of the "Still in the Dark" quest, Elder McNamara did not walk back into the bunker. Thus I can not continue on to the next step of the quest where I have to talk to him at his desk in the bunker. (Before you say "Just reload your auto-save", FNV lost it so I am unable to do so)

Steps I have tried (not in order):
using console commands to reset/complete the quest (commands used: GetQuestCompleted, CompleteAllObjectives, ResetQuest)
continuing on with the other parts of the quest (isolating the virus and talking to Paladin Ramos )
finishing other quests/fast traveling between locations to see if he reset
using console commands to try and reset Elder McNamara (I was unable to verify if this was even working) (commands used: tai, pcb)
in frustration, I killed him. didn't fix the quest but was very satisfying

Unfortunately I don't know of any other commands that could fix this. I really want to continue this quest cause I love the BoS, but at this point I am about to exterminate everyone in the bunker! If anyone can help please post an idea below! Thanks.
