I reckon it could be about the Thalmor.
The two areas it will be located with either be Hammerfall or Valenwood and Elsweyr combined.

Hammerfall: Located next too both Cyrodil and Skyrim. Not sure about a possible quest line, but the area seems a good size.

Valenwood and Elsweyr combined: The Thalmor directly control Valenwood, Elsweyr is home of the Khajiit whom have been enslaved (the majority of them) by the Thalmor.
The Thalmor are increasing their control over the empire.

Have you ever met one of them cats? Kah-jeet, I think they call themselves.
Hopefully it's be Elsweyr, hearing how the land there looks from the Kahjiit themselves and some people made me rather curious.

Possibly an MMO. There was some discussion about that a while ago. Maybe even a FPS, if it continues down the same path.

Black Marsh or Elsweyr.

They will probably do DLC for Skyrim to expand upon the Thalmor. Hell, Summerset Isle could be Skyrim's version of Shivering Isle for Oblivion.
