Where can I find Elizabeth Kieran for the quest "G.I. Blue"? Arrow on the map shows the place in some building, where you help the drug addict, but the major isn't there... :/

Go all the way around. It is on the way to Cerulean Robotics. There should be 2 guards standing outside the door.
