"Empty" Zion after ending?

I choose to evacuate Zion and when I travel back there's no humans there - apart from a few white legs... Which makes sense but I was hoping at least Dead Horses tribals left...

What I really want to know is: If you chose to crush the white legs will the dead horses and sorrows be there when you travel back?

Lets say the strip and all the towns were devoid of any person who wasn't a shop owner or directly involved wiht the quest?

What part of "Evacuate all the Sorrows so they can leave Zion forever" and "Dead Horses are only around to protect Sorrows so they return home" didn't you understand. Another reason why Graham's way is the best.
